's time for the senate to lead. on climate change, let harry reid to see if they can do something. it's their turn. let the senate pass a budget. on guns, i'd be interested to see if they can pass a an obama-style coalition to do what the president is asking for. that's a big change. the house, one of the things they need to do smarter is not see a plank and swim with sharks. let harry reid lead and see what they can do. i think the president will have a lot fewer followers than he thinks. >> harry reid is as able senate leader. i love seeing him lead. it's interesting that ari is counseling at least on tv counseling republicans not to lead. look, that's easy for the republicans. they used to say -- ari and i are both baseball fans. the house controlled by the republicans are where good ideas go to die and that's apparently what speaker boehner is being advised to do now. i think it's a terrible mistake. he could come and make deals and meet the president halfway but it looks like i think they are going to go back to their constructionism. that's not a good strategy. >> all right. we'

every year. nobody would expect to be paid if they didn't do their job. no budget, no pay. if harry reid cannot pass a budget, they are fundamentally moving the responsibility why they should even be in the majority. to me, this is a turning point for this country, getting to the fundamentals of a planning for the future that this could be the mark of a great american comeback. >> good evening. yesterday, the president was inaugurated and he took a similar -- he took an oath of office that is very similar to the one that we take as members of congress, to uphold the constitution and to protect this country. and it starts with getting a budget in place. that is pretty fundamental to governing and the federal government is operating right now with a continuing resolution. and we need a budget in place. we need a senate to pass the budget. it's going on four years since the senate has passed the budget. the senate has said his budget is going to be delayed. america, families understand they need to pass a budget. you may not want to do it, but you have to figure out how to balance the budge

in the capitol the president, speaker john boehner, majority leader harry reid and a few others. you can imagine what the atmosphere will be like given a lot of words that have flown back and work, particularly between speaker boehner and majority leader reed. for a little more insight on all this, i contacted andy card, president george bush's first white house chief of staff. he was here the day of the inauguration back in 2001 and told me he expects there may be a bit of a similar atmosphere to that of 12 years ago. here's what he told me. >> i suspect it will probably be a lot like the atmosphere that george w. bush experienced in his first term of office. it was a little bit chilly and cold, but at the same time, you can't help but be wrapped up in the excitement of an inauguration. >> andy card also told me he was one of those republicans, although he didn't support president obama, he was very excited for historic reasons about his inauguration back in 2009. i have spoken to a number of republicans over the past few days about the excitement of the inauguration. they all said they will be
